Cathleen Spence-Wells, AICP, Principal Planner
Cathleen Spence-Wells, a co-owner of the firm, has 30 years experience in the public and private sectors as a land use and environmental planner.   Her expertise in land-use planning, policy analysis, environmental assessment, and CEQA and NEPA statutory requirements has been integral to the planning and implementation of projects and programs throughout northern California. Her practice has included a number of assignments as contract planning manager for cities and counties of various sizes. She serves as Principal-In-Charge for all planning work and as project manager for several large, complex projects.  She is certified through the American Institute of Certified Planners.

Eileen Shaw, AICP, Planning Manager
Eileen Shaw has more than 15 years of experience working with foothill and Central Valley communities as a planner and environmental analyst.  Her areas of expertise include land use and environmental analysis, contract planning, preparation of general plans and housing elements, and housing and community needs assessments.  She manages the firm's contract planning practice and currently administers the Planning Department for the City of Colusa. She has served the cities of Rio Vista and Plymouth in recent years. She is an experienced and successful grant writer and is certified through the American Institute of Certified Planners.

Katherine Waugh, AICP, Senior Planner
Katherine Waugh is highly knowledgeable in CEQA statutory requirements, current planning methods, and environmental documentation procedures. She serves as project manager for complex environmental review projects, prepares environmental review documents, and conducts air quality analysis using the URBEMIS modeling program. She currently assists in the analysis of a specific plan for over 2,000 acres of multiuse development in an unincorporated area of Placer County, and she co-manages the EIR for a proposed all-season resort/mixed-used development on 6,200 acres in Lassen County. She is certified through the American Institute of Certified Planners.

Jerry Snow, Senior Planner
Jerry Snow is well-versed in CEQA and NEPA statutory requirements, current planning methods, and environmental documentation procedures.  As an award-winning Associate Environmental Planner with Caltrans, he was responsible for meeting key project milestones during the environmental approval phase of transportation projects.  He has served as lead planner for the preparation of a supplemental EIR for mixed-used development in the City of Roseville and is preparing responses to comments on the high-profile Draft EIR for a proposed all-season resort and mixed-used development in Lassen County.

Matthew Fremont, Associate Planner
Matthew Fremont is an Associate Planner with professional planning experience in environmental analysis, land use and transportation planning, CEQA/NEPA documentation, project management, public outreach, GIS analysis and cartography, and GPS data collection. He is responsible for preparing Initial Studies/Environmental Assessments, EIR/EISs, and other documents in accordance with the requirements of CEQA and NEPA and has specialized expertise in the areas of Transportation, Land Use, Aesthetics, Noise, and Utilities. He is currently assisting in the preparation of EIRs for proposed projects in Calaveras, Placer, and Sierra Counties and the City of Rio Vista.

Markus Lang, Associate Planner
Markus Lang conducts environmental impact analyses, prepares environmental review documents including Initial Studies and Mitigated Negative Declarations, reviews and analyzes technical studies, conducts air quality analyses using the URBEMIS modeling program, and conducts research for EIR chapters and Initial Studies. He has prepared Initial Studies for three proposed projects in the City of Auburn and for a road widening and bridge replacement project in the City of Rio Vista.  He is also assisting with preparation of an EIR for a concrete batch plant expansion in Placer County.

Kaitlin Costa, Assistant Planner
Kaitlin Costa has assisted in the preparation of General Plans, EIRs, Initial Studies, Negative Declarations, and public notices for a variety of planning projects.  In addition, she has assisted in the preparation of Biological Resource Assessment and wetland delineation reports and federal and state permitting packages.  She also assists the Principal Planner, Planning Manager, and Senior Planners with contract planning tasks including document tracking and organization. Ms. Costa is currently pursuing a juris doctorate degree and earned a bachelors degree with highest honors in Social Sciences from California Polytechnic State University, San Luis Obispo.

Greg Wells,  Resource & Trails Specialist
Greg Wells has more than 25 years experience in public-sector resource protection and a thorough knowledge of resource management principles, public involvement in resource planning and management programs, and provision of recreation facilities. He is responsible for trail system planning, design, and construction; agency coordination; maintenance of regional trail asset inventories; and implementation and monitoring of natural resource mitigation programs. He designed and constructed several popular shared-use trails in the Auburn State Recreation Area, managing a large volunteer group to build the trails.
