The proposed Placerville Market Square is a 450,000-square-foot regional shopping center to be located on approximately 70 acres near the Missouri Flat Road/Highway 50 interchange in El Dorado County. The original plan for the proposed shopping center impacted about 3.5 acres of waters of the United States, and the U.S. Army Corps of Engineers denied a permit based on a 404 application prepared by another consultant. Following the denial, the property and rights to develop it were purchased by a new applicant, who retained North Fork Associates to assist with the permitting issues. North Fork Associates conducted a biological resource assessment and a California red-legged frog survey on the property. During several field surveys, no special status plant species were found, but three special status bird species were identified. Several surveys for red-legged frog had been conducted over six-year period, and all were negative. North Fork assisted the new property owner with redesigning the project to reduce impacts to waters of the U.S. Impacts to wetlands were reduced to 0.4 acre and the U.S. Fish & Wildlife Services issued a letter stating that project activities are not now likely to result in the take of the frog and that no further actions were required by the Endangered Species Act. North Fork prepared an Open Space Management Plan for the property, as well as a 404 Nationwide Permit 39 application, and has submitted both to the Corps of Engineers. In addition, North Fork prepared and submitted a 401 permit application to the Sacramento Valley Regional Water Quality Control Board and a 1602 Streambed Alteration Agreement application to the California Department of Fish & Game. All permit applications are currently under consideration by these agencies. |
