The proposed South Shore Ranch is located on over 2,000 acres straddling the Tuolumne and Mariposa county lines. Property owners proposed to subdivide the property into low-density residential lots and construct a golf course and equestrian trails. Nearly fourteen acres of waters of the U.S. have been identified on the site, which consists of rolling foothills. Applications for a 404 Individual permit, a 401 certification, and a 1602 Streambed Alteration Agreement permit prepared by another consultant had been deemed inadequate by the permitting agencies when the project developer retained North Fork to assist with the permitting process. North Fork first assisted the project applicant in redesigning the project to reduce impacts to waters of the U.S. Where the previous plan included impacts to creeks and buffers on private lots totaling nearly four acres, the redesigned plan impacted only 0.7 acre, primarily at seven road crossings within the proposed project. North Fork developed an Open Space Management plan, which will protect significant acreages and drainages, primarily on the periphery of the site. The objective the open space management plan is to maintain the pre-project function of the biological resources in these areas by protecting and managing them in perpetuity. North Fork has worked with the Corps of Engineers to submit a complete application (including the Open Space Plan), which is now under consideration by the Corps. The 401 application, submitted on behalf of the project by North Fork, has been issued by the Sacramento Valley Regional Water Quality Control Board, and the California Department of Fish & Game is currently considering the applicant's 1602 permit application, also prepared by North Fork. |
