The City of Colusa, located in the Great Valley about 25 miles north of Sacramento, is facing new development pressures that will have a significant effect on the town's growth, character, and level of urbanization. Numerous development proposals have been submitted to the City in 2005, prompting the need for a comprehensive General Plan Update and Master Environmental Impact Report (MEIR). North Fork Associates' Senior Planner Eileen Shaw serves as Colusa's City Planner and manages the consultant who is preparing the General Plan update and MEIR. The MEIR is intended to serve as the environmental document for the General Plan and as a master environmental document for the large subdivisions proposed for annexation into the City upon adoption of the General Plan. At the same time, Ms. Shaw is working with the developers to ensure coordination of their projects with the proposed General Plan update and incorporation, to the extent possible, of project-specific analyses in the environmental document. In addition, NFA staff are preparing the Initial Study and Mitigated Negative Declaration for expansion and upgrade of the City's wastewater treatment facility. NFA also staffs the City with an Assistant Planner who supports the Planning Commission, the City Planner, and other professional staff involved with current and long-range planning activities; assists with development application processing and CEQA review; provides general information to the public; and prepares legal notices, agendas, staff reports, and correspondence. The Assistant Planner is on-site at City Hall one full day per week, attends all Planning Commission meetings, and completes tasks on an as-needed basis from North Fork's Auburn office. |
