DeWitt Center in North Auburn serves as the primary government services center for Placer County.  The DeWitt Government Center Facility Plan (2003-2010) proposes construction of two new 95,000 square foot office buildings a Children's Emergency Shelter and a Women's Center, and demolition of 24 existing buildings and associated temporary structures on a 180-acre site. Construction and demolition would occur over a seven-year period.  Most buildings onsite were originally constructed in 1942 and 1943 as a military medical facility.

Between 2001 and 2003, North Fork worked with the Placer County Department of Facility Services and subconsultants to prepare an Existing Conditions Report and EIR for the DeWitt Center Facility Plan. North Fork prepared a biological resource assessment and wetland delineation for the entire project site. Since the proposed project included demolition of many of the World War II-era buildings, historic resources were a critical project issue. Impacts to hydrology and water quality were of significant concern due to the extensive network of canals and reservoirs adjacent to the site and throughout the surrounding area. DeWitt Center is located within the Airport Land Use Commission Compatibility Zone of the Auburn Municipal Airport, and the height of the proposed new communications tower required coordination with the Airport Land Use Commission, Caltrans Division of Aeronautics, and the FAA.

The Board of Supervisors certified the EIR in January 2004, and the communications tower was approved by all responsible agencies. North Fork managed the work of cultural resources consultants to complete photographic recordation of the historic resources onsite to comply with Section 106 requirements. North Fork completed a project-specific addendum to the EIR for the B Avenue extension and Mitigated Negative Declarations for the Women's Center and the Children's Center, all of which were adopted. North Fork also submitted an application to the U.S. Army Corps of Engineers for a Nationwide Permit 39 for impacts to wetlands, which was granted in February, 2006. Finally, North Fork is providing oversight for an updated California Red-Legged Frog survey to meet U.S. Fish & Wildlife Service requirements.

Construction of the two large office buildings is underway, with the Land Development Building scheduled for completion in late spring 2006. Groundbreaking for the B Avenue extension and the Women's and Children's Centers is also anticipated to occur during the spring of 2006.
