Dyer Mountain is located in the southwestern portion of Lassen County, along the Lassen/Plumas County boundary. The proposed resort project includes over 4,000 dwelling units, over 600,000 square feet of retail/commercial land uses, a ski area with capacity for 9,500 visitors, and three golf courses on approximately 7,200 acres of land. In 2000, voters approved a ballot initiative assigning General Plan and Zoning designations to the project site to allow development of the proposed land uses. The ballot measure included a requirement that an analysis of the project's impacts be conducted prior to construction and operation of the proposed resort community. North Fork Associates conducted a peer review of all applicant-prepared technical studies for the project and has prepared a Draft EIR. The analysis of project impacts considered the environmental impacts of full buildout of the Development Concept Plan over a 25 to 30 year period, as well as the process through which individual development phases and their specific impacts would be reviewed by the County. The EIR identified significant impacts in several environmental resource areas including transportation and circulation, air quality, geology and soils, noise, cultural resources, and aesthetics. Comments on the Draft EIR and the Recirculated Draft EIR, which was circulated following revisions to the project description, have been received, and NFA is currently preparing responses to these comments. |
