The City of Roseville approved a Master Plan for the 498-acre Hewlett-Packard property and certified a Master EIR for the plan in 1996. In 2005, HP, a major employer in the City, proposed to change the adopted land use and zoning of approximately 297 acres of the master-planned property to allow a mix of commercial, business professional, and residential land uses in the Plan area. The project would maintain open space designation for approximately 46 acres of the project site.

North Fork Associates was retained to prepare the Subsequent EIR for the proposed rezoning. NFA prepared a project description, peer reviewed and prepared numerous technical studies to identify and evaluate the impacts of the proposed project, and evaluated the project based on the City's Blueprint Implementation Strategies. North Fork then prepared the Draft SEIR for the project application. The CEQA analysis of the proposed HP Rezone project compares the proposed project to the estimated build-out intensity thresholds established in the Master Plan and evaluates the incremental difference of any environmental impacts resulting from the proposed rezoning. The Draft SEIR provides a project-level analysis of the proposed rezoning and build-out under the proposed zoning designations. Existing information was used to the greatest extent practicable during preparation of this document, and the Draft SEIR emphasizes transportation, noise, and air quality and considers build-out of the Master Plan as the "No Project" alternative.

The Draft SEIR was circulated fro a 45-day public review period, and two public hearings were conducted. NFA completed the Final SEIR, however, the applicant withdrew the project prior to certification hearings due to economic considerations.
