The Placer Ranch Specific Plan is the largest and most complex development ever proposed for unincorporated Placer County land. It encompasses 2,200 acres within the County's Sunset Industrial Area, adjacent to the Western Placer County Regional Landfill, and directly in the path of the proposed Placer Parkway. The applicant has proposed a mix of uses - industrial, business professional, commercial, and residential - with a satellite campus of California State University, Sacramento, serving as the focal point of the development. Beginning in 2003, North Fork Associates, in association with URS and other technical specialists, coordinated preparation of a complete Placer Ranch Specific Plan that addresses key land use issues and recognizes the environmental constraints of the Plan area. North Fork assisted the County in identification and resolution of numerous significant issues to be addressed as the plan was developed. To ensure the Specific Plan contained adequate environmental protections and service standards, the North Fork/URS team coordinated peer-review of applicant-prepared technical studies in the areas of biological resources, drainage, water and sewer service, geotechnical, and hazardous materials and prepared new technical studies in the areas of traffic, cultural resources, and landfill buffering. North Fork also conducted a comprehensive analysis of the proposed Specific Plan's consistency with existing planning documents including the Placer County General Plan and general plans of neighboring cities, specific plans of affected and neighboring planning areas, and other regional plans and studies. The analysis of these studies and planning documents were to provide the foundation for the environmental impact review process. The North Fork/URS team then completed a review of the applicant's draft Specific Plan and prepared detailed written comments intended to direct the applicant in preparing revisions and augmentations to the Plan prior to submittal to the County. The North Fork/URS team has recently undertaken the EIR process for the project. North Fork prepared the Notice of Preparation, and the team is currently preparing the Adminstrative Draft EIR. |
